Demanding a Full and Transparent Investigation in the Shooting Death of Mr. Jiansheng Chen

Dear xxx,

We are deeply saddened and angered about the shooting death of 60-year-old Mr. Jiansheng Chen in the River Walk Community.

Mr. Chen was unarmed, sitting in a parked minivan playing a harmless cell phone game, and as far as we know, there was no physical confrontation whatsoever. There was absolutely no justification for the brutal shooting to kill by the guard, and we’re baffled he was simply let go at his own words. An unarmed innocent man was killed for god’s sake and there was no arrest or charge brought to the killer? What is the justice in that?!

Too many questions remain unanswered. We want to know on what ground was the killer let go by the police. Any connection between the guard, his employer and the police department needs to be fully disclosed. We want to know why the guard carried a gun in the first place. As far as the contract goes, he was supposed to be unarmed. We also want the 911 call tape and clubhouse surveillance camera footage released ASAP. The public has the right to know what really happened.

We also demand a review of the protocol in dealing with situations with language barriers, and in how to identify the intention of people who don’t speak the English language before any misunderstanding and escalation happens. We want to make sure nothing like this ever happen again, or else no one is safe.

We demand the City of Chesapeake and its Police Department to conduct a thorough and transparent investigation into this case. Millions of us are watching. The era for a Chinese American to be killed without consequences is long behind us. We won’t go quietly into the dead of the night until justice is served.

I am deeply saddened and troubled by several news reports that a 60-year-old grandfather playing Pokémon Go was killed by a security officer on January 26 in Chesapeake, Virginia. I am writing to you to request a full and thorough investigation of Mr. Chen's death.

Mr. Jiansheng Chen was killed in the driver’s seat of his minivan by a security guard employed by Citywide Protection Services in the River Walk Community in Chesapeake, Virginia.  Based on a report by Virginia Pilot, “the River Walk Community did have a contract for unarmed roving patrol services for the community boat ramp and clubhouse.”  From a statement released by the attorney for Citywide Protection Services, “There was a history of problems between the company and Mr. Chen.”  I wonder if that is the reason why Mr. Chen was skilled by the security guard.  Why was the guard armed while he was not supposed to have a gun on duty?  I cannot imagine any danger would be imposed to the guard by Mr. Chen’s parked vehicle in which he was shot multiple times.  The security guard has not been arrested and no charges have been brought against him.  I am deeply concerned about this event.  I strongly demand the Police Department conduct a thorough and full investigation by utilizing all witnesses and evidences.  I personally believe an innocent life should have not been killed and justice should be brought to the person who committed the crime.

Thank you for taking time to read this email!

We are shocked to learn about the shooting death of 60-year-old Mr. Jiansheng Chen while sitting in his minivan playing the Pokémon Go game just half a mile from home in the River Walk Community on the Chinese New Year Eve.

As we all know, Mr. Chen was a kind, wise and family caring man. He was survived by two very old parents back home in China as well as children and grandchildren here in Chesapeake.  The shooter was supposed to protect this community where the victim lived and its residents; instead he killed an innocent old man. In a statement to News 3, the River Walk Community Association said they “have a contract for unarmed roving patrol services”. Why was the security guard armed with a gun while on duty?  Did he purposely target the people with whom he didn’t like, have a dispute with before or just pick a victim solely based on his/her race?

We, as members of xxx Organization, strongly demand the City of Chesapeake and its Police Department conduct a full range investigation and review any security footage from the surveillance cameras. We deserve a thorough, transparent, and fair investigation in this case. We are determined to pursue the full justice.
